摘要	An introduction to the background of the problem and the system reconstruction analysis model for comprehensive evaluation is given. The computation results for the four possible developing cases are given, i.e., social-economical-environmental-ecological impacts, for the following situations (1) without dam and without countermeasures; (2) without dam and with countermeasures; (3) with dam but without countermeasures; (4) with dam and with countermeasures of the Three Gorges Project.
